"In considering the question of goals, it is important for leaders to understand that it is not just any goal that will do, nor any goal that is compelling or exciting or appealing to the leaders. It is not merely a matter of getting the goals right, it is also getting the right goals - goals that are
- Right for the organization
- Right for the time
For that to be, there must be a certain congruence, compatibility, or resonance between the goals that are chosen and the aspirations, desires, or motivations of the people. If the goal does not strike a chord in the hearts of the people, they simply will not follow, and leaders without followers cease to be leaders (Marshall, 2003, p. 25)."
